A buyer says the parcel never arrived. Tracking says it was delivered two days ago. Who wins? On eBay, the answer depends less on who is right and more on what you can show: tracking, the right address, and sometimes a signature.
eBay does protect sellers. Its Seller Center says automated systems monitor millions of transactions every day to stop problems before they start. But the rules are spread across half a dozen policy pages, and each protection has conditions. Miss one, and the protection doesn’t apply.
This guide puts eBay seller protection in one place: what’s covered in each situation, what you must do to qualify, the deadlines, what isn’t covered, and one common mistake that quietly costs sellers their best protections. Every rule links to eBay’s own policy page, checked in November 2026.
Does eBay Have Seller Protection?
Yes. eBay seller protection covers most transactions against abusive buyers and events outside your control. eBay removes negative and neutral feedback and defects when a buyer abuses returns or feedback, when weather or carriers delay a parcel you shipped on time, and when a buyer doesn’t pay. In eligible payment disputes, eBay won’t seek reimbursement from you and waives the dispute fee. To qualify, you need valid tracking, delivery to the checkout address, signature confirmation on orders of $750 or more, and replies within eBay’s deadlines.
Top Rated Sellers in the US and Canada get two extra protections, covered below. And some things are never covered, such as cancelling an order because you ran out of stock.
Am I Protected? eBay Seller Protection by Situation
Find your situation, then check you have what the right-hand columns ask for.

| Situation | Are you protected? | What you need | Deadline |
|---|---|---|---|
| Buyer says the item never arrived (on eBay) | Yes, when tracking proves delivery | Tracking showing delivered to the checkout address; signature confirmation if the order is $750 or more | Reply with tracking, an update or a refund within 3 business days |
| Item arrived late | Yes, feedback and defects are removed | Tracking showing you shipped on time, or a weather or carrier disruption | None |
| Buyer files a payment dispute or chargeback | Yes, if eligible | Delivery evidence, or a refund made through eBay | Accept or challenge within 5 calendar days |
| False “not as described” claim | Partly. Top Rated Sellers get a return label credit of up to $6 | For the credit: Top Rated, 30-day or longer returns, US or Canada | Respond to the return request on time |
| Item returned used or damaged | Yes. Top Rated Sellers can also deduct up to 50% of the refund | Photos of the item before it shipped help | Before you refund |
| Buyer didn’t pay or retracted a bid | Yes | Nothing extra | None |
| Buyer demands something not in the listing | Yes, when you ship as listed or cancel | Report the buyer | None |
| You cancel because the item is out of stock | No. It counts as a transaction defect | Keep stock accurate | None |
What Every eBay Seller is Protected From
eBay’s seller protection policy applies to all sellers, whatever your seller level. It falls into two groups.
Abusive buyers
When eBay finds a buyer has broken its abusive buyer policy, it removes the negative or neutral feedback and the defects, including open cases in your service metrics. It can also limit the buyer’s ability to request returns, or suspend them. The policy lists these as covered:
- An item returned after the buyer used or damaged it.
- A buyer who retracted their bid or didn’t pay.
- A buyer who demanded something not offered in the listing. You’re protected if you either deliver on your original listing terms or cancel the order.
eBay can only act on what it knows about, so report the buyer from Seller Hub and describe exactly what happened. If you’d rather not sell to someone again, our guide shows how to block a buyer on eBay.
Events outside your control
If an item arrives late but tracking shows you shipped on time, or severe weather or carrier disruptions delayed it, eBay removes the related negative or neutral feedback and defects. That’s why uploading tracking within your handling time matters even when nothing goes wrong.
Extra Protections for Top Rated Sellers
Top Rated Sellers get two more protections, according to eBay’s Seller Center:
- Return label credit for false “not as described” claims. eBay reimburses your return shipping label up to $6 per return, on your monthly invoice, and removes the negative or neutral feedback, defects and open cases.
- Up to 50% refund deduction for used or damaged returns. You can deduct up to half the refund to recover the lost value, and eBay removes any related feedback, defects and open cases.
Both apply only when all of these are true at the time:
- Your seller level is Top Rated.
- You live in the US, including US territories, or Canada.
- None of your service metrics are rated “Very High”.
- The item was listed on eBay.com.
- The listing offered 30-day or longer returns.
The deduction is meant to cover the item’s actual loss in value. eBay says sellers who regularly deduct too much can lose their protections. Our guide to Top Rated Seller requirements explains how to qualify.
Payment Disputes and Chargebacks
A payment dispute is different from an eBay case. The buyer goes to their card issuer, PayPal or Venmo instead of eBay, and that payment institution makes the final decision. If it decides the buyer is owed a refund, eBay refunds the buyer and then seeks the money back from you, unless you qualify for payment dispute seller protection.
When you qualify, eBay won’t seek reimbursement for the disputed amount, even if the bank sides with the buyer. It also waives your dispute fee. Here’s what decides it:
| Dispute reason | Evidence eBay asks for |
|---|---|
| Item not received, or buyer doesn’t recognize the transaction | Carrier tracking showing “delivered”, the delivery date and an address matching the Order details page. For orders of $750 or more, proof you bought signature confirmation |
| Item doesn’t match the listing | Evidence such as photos of the item’s condition before shipping. eBay also checks whether you refunded through eBay, or whether an eBay case for the same order was already resolved in your favor |
Five numbers to know:
- 5 calendar days to accept or challenge the dispute after you’re notified.
- Up to 90 calendar days that eBay may hold the disputed amount while the payment institution decides.
- $20, the dispute fee on eBay.com if you’re found responsible, before sales tax. It’s waived when the dispute qualifies for protection.
- 30 calendar days to appeal if eBay decides you aren’t eligible.
- One resolution route per order. Once a buyer files a payment dispute, eBay closes any open return request or case for the same order.
Watch the exclusions. Refunds made outside eBay aren’t protected, and neither are items excluded from the Money Back Guarantee or in-store pickup orders settled with an exchange or store credit. Always refund through eBay.
Item Not Received: Tracking and Signature Confirmation
Under the eBay Money Back Guarantee, a buyer can report an item not received up to 30 days after the estimated delivery date. You then have 3 business days to respond with tracking, a delivery update or a refund. If your tracking shows the item was delivered, eBay may close the case automatically.
Without valid tracking, eBay may step in on its own. So the protection really starts at the post office: ship to the address in the Order details, use a tracked service, and use the service the buyer paid for. eBay says shipping with a slower service than the buyer selected can cost you your protection.
For expensive orders, add signature confirmation. eBay’s signature confirmation policy makes it a condition of protection when the order total, including shipping and tax, is at or above these amounts:
| eBay site | Signature needed at |
|---|---|
| eBay.com, eBay.ca, eBay.com.au | $750 or more |
| eBay.co.uk | £450 or more |
| eBay.fr, .it, .es, .ie, .nl, .be, .at and .pl | €550 or more |
| eBay.ch | CHF 700 or more |
A worked example: a $780 camera ships with tracking but no signature. Tracking says delivered, and the buyer files an item not received dispute. Because the order is over $750 and there’s no signature proof, it doesn’t qualify for protection. If the bank sides with the buyer, eBay will seek the refund and the $20 fee from you. The same parcel with a signature would be covered.
What eBay Seller Protection Doesn’t Cover
Seller forums have plenty of posts saying eBay always sides with buyers. Often the protection existed, but the transaction fell outside it. These are the gaps to know.
Items that aren’t covered at all:
- Items that break eBay’s prohibited and restricted items policies.
- Items excluded from the Money Back Guarantee, such as vehicles, real estate, websites and businesses for sale, classified ads, services, digital content, intangible goods and some business equipment.
Ways sellers lose protection:
- Operating with a false identity.
- Not keeping service promises, such as not honoring your own return policy.
- A history of serious violations, such as counterfeits, prohibited drop shipping or taking sales off eBay.
- Shipping with a slower service than the buyer chose at checkout.
- Misusing protections, for example reporting buyers for false “not as described” claims when your listing was wrong, or deducting too much from refunds.
When eBay rules against you: if eBay steps into a return or item not received request and decides you must refund, the negative or neutral feedback stays. It also counts as a “case closed without seller resolution” on your record, and you can no longer deduct for a used or damaged return.
What to Do when a Buyer Opens a Case or Dispute

- Check which kind it is. A return or item not received request is opened on eBay. A payment dispute comes from the buyer’s bank or payment app and follows different rules and deadlines.
- Reply before the deadline. 3 business days for an item not received request, 5 calendar days for a payment dispute. Missing it can cost you the protection.
- Send your evidence. Tracking with the delivery date and address, signature proof for $750 or more, and photos of the item before shipping.
- Keep messages on eBay. Stay polite, and don’t agree to anything outside the listing terms. Never refund outside eBay.
- Report abuse. If the buyer is demanding things not in your listing, misusing returns or sending back a used or damaged item, report them so eBay can investigate and remove the feedback and defects.
- Appeal if needed. You have 30 calendar days to appeal a payment dispute decision.
Check your service metrics in Seller Hub afterwards to confirm removed defects have gone. Our guide to the eBay seller dashboard shows where to look.
The Protection Sellers Lose without Noticing: Out-of-stock Cancellations
Most seller protection advice is about buyers. The quietest risk comes from your own stock. eBay’s seller standards count a transaction defect when “the seller cancels the order unexpectedly (e.g. because it was out of stock, or because they sold it to someone else)”. eBay’s seller protections don’t cover it, because the cause is on your side.

Here’s why that matters. Top Rated status allows a transaction defect rate of no more than 0.5%, from no more than 3 buyers. Lose Top Rated, and you lose the $6 label credit and the 50% refund deduction with it. Go above 2%, from more than 4 buyers, and you fall to Below Standard. eBay evaluates seller levels on the 20th of each month, and since 15 October 2026 eBay Live sales no longer count toward these standards.
This happens most to sellers who list the same stock on eBay and somewhere else. A mug sells on Shopify, Etsy or TikTok Shop, the eBay listing still shows it, and an eBay buyer orders it an hour later. You have to cancel, and the defect is yours. For a seller with 400 transactions in an evaluation period, 0.5% is just 2 defects.
Two settings help:
- Turn on eBay’s out-of-stock option in Selling preferences, under Multi-quantity listings. A listing at zero then stays active but hidden from search, instead of ending. Our eBay SEO guide explains why that also protects your ranking.
- Keep one stock count across every channel. QuickSync checks eBay every 2 minutes for sales and sends stock changes from your other shops as soon as it has them, matched by SKU. A sale on Shopify, Etsy, Amazon, TikTok Shop or your POS lowers the eBay count within minutes, instead of waiting for you to update it by hand. QuickSync needs eBay’s out-of-stock option switched on to set a listing to zero.
eBay Seller Protection Checklist
| Do this | Why it protects you |
|---|---|
| Upload tracking within your handling time | Proves on-time shipping and delivery |
| Ship to the address in the Order details | Delivery evidence must match it |
| Use the shipping service the buyer paid for | A slower service can void protection |
| Add signature confirmation at $750 or more | Required for item not received and payment dispute protection |
| Photograph items before shipping | Evidence for “not as described” disputes |
| Reply within 3 business days, or 5 calendar days for disputes | Missed deadlines can cost the protection |
| Refund only through eBay | Refunds outside eBay aren’t protected |
| Honor your return policy | Broken service promises can void protection |
| Report abusive buyers | Lets eBay remove the feedback and defects |
| Offer 30-day returns if you’re Top Rated | Unlocks the $6 credit and 50% deduction |
| Keep stock accurate on every channel | Out-of-stock cancellations are unprotected defects |
The Bottom Line
eBay seller protection is real, but it’s conditional. Tracking, the right address, a signature on expensive orders, fast replies and refunds through eBay cover most of it. Top Rated status adds two valuable extras, and accurate stock is what keeps them.
